A view from the Board – from the new Chair of a renewed IAF Board

Happy New Year, and welcome to this New Year issue of the Global Flipchart, from the new Chair of a renewed IAF Board. I feel proud and privileged to have the opportunity to serve our Association and our profession as Chair of the IAF Board for 2011 & 2012, and I would like to take this opportunity to introduce the new Board and myself, and to share something of how I am viewing my role as Chair.

First, let me thank my predecessor as Chair, Gary Rush, and those other members who have just retired from the Board as of the end of December – Mark Edmead, Tony Nash, David Spann & Michael Spivey. They have all contributed greatly to IAF and its development during their terms on the Board. Their volunteer commitment to take this responsibility and devote their time and energy over recent years is much appreciated.

I would also like to thank, and welcome to the Board, those members who have been prepared to make such a new commitment, and who have been newly elected to the Board as of the beginning of January – Daphne Cant, Jerry Mings, Cynthia Pace, Ephraim Osunde, Bill Reid, Sheryl Smail and Linda Starodub. Thanks are also due to those Board members who are continuing to serves their terms (Sharon Almerigi, Kimberly Bain, Jackie Chang & Carol Sherriff) and those who stood and were re-elected to second terms (Pamela Lupton-Bowers, Rhonda Tranks & Simon Wilson).

I thank also Chair Julie Larsen and the other members of the Board Nominations & Elections committee, who led us through the recent election process that has enabled us to start the New Year with every one of the 15 Board positions now filled, and with renewed clarity and commitment of Board members to their roles. Thank you also to you, the members, for turning out to vote – and to the many members who volunteer their time and expertise for IAF in so many ways, year round. I have been a member of IAF since 2007, but have attended I think 10 IAF conferences (in Europe and North America to date) since my first in London in 1997. In 2008 I earned the IAF Certified Professional Facilitator designation, and also in 2008 I was appointed to the IAF Board. I served first as Regional Representative for Europe, and then was appointed as Vice Chair for 2010.

My background in facilitation is in the international community & organisational development work of the Institute of Cultural Affairs (ICA) – a global network of autonomous non-profit organisations in 30 countries, out of which IAF itself originated in the early 1990s.   I was first trained in ICA’s ToP facilitation methods (the Technology of Participation) as part of my international volunteer induction training with ICA in 1986. Following a year volunteering with ICA India, and then six years working with ICA in Egypt, I have worked with ICA:UK since 1997 – supporting the grassroots community development work of our sister and partner organisations in Africa and elsewhere, training & orientating international volunteers, and applying ICA’s participatory approach to the youth work sector and to local public service delivery in the UK – see www.ica-uk.org.uk. As Chief Executive, the focus of my day job is the management and governance of ICA:UK as a charity and a social enterprise. A good deal of my time is also spent delivering services, however, which in this case means providing facilitation, training and consulting to develop capacity for participation and partnership working, largely with public and voluntary sector clients nationally in the UK.

I think of my professional interests and goals in terms of facilitative leadership, where facilitation, management and governance intersect – so I have sought volunteer roles as well that have allowed me to explore and develop in that area. These have included serving as Board member and Treasurer of ICA International from 1998-2006, more recently as Trustee of UK youth development charity FOCUS and committee member of the UK Quaker Congo Partnership, and now most recently as a member of the Board of IAF.

I am viewing my role as Chair primarily as providing facilitative leadership to the Board – in order that we may best, collectively, provide facilitative leadership to the Association as a whole, and in order that IAF may best provide facilitative leadership to our profession and indeed to the world at large. With reference to IAF’s six Core Facilitation Competencies, I would describe this facilitative leadership role in terms of:

Developing and promoting collaborative relationships through clarity, transparency and accountability – within the Board, within the IAF as a whole, and between IAF and its external partners and stakeholders

  1. Adopting, communicating and applying appropriate group processes, notably IAF policies and procedures, and also structures
  2. Sustaining and enhancing a participatory environment that is inclusive of diversity, encourages creativity and innovation, and manages conflict
  3. Ensuring appropriate and useful outcomes through development and implementation of effective strategy
  4. Building and maintaining professional knowledge, around association management and governance as well as facilitation
  5. Modelling a professional, facilitative leadership approach at all levels

I am excited to be starting my term as Chair with a strong and committed new team of Board members to work with, and to see them energetically acquainting themselves with their new roles, with the active support of their predecessors and of continuing Board members. I am keen to enable the new Board to form, and indeed to perform, as quickly as possible; so I am delighted that we will be meeting face-to-face this year in January, in London to minimise costs, rather than in conjunction with a conference later in the year as has been recent practice. I do however look forward to attending IAF conferences as well, as we all will, in my case starting with the North America conference in Denver in April.

At our January Board meeting we will articulate our work plan and budget for the year ahead, and during the year we will use the Global Flipchart and other means to communicate and engage with you, the members of IAF, on progress, challenges and opportunities for involvement. I expect key challenges and priorities for the Board to include (in no particular order, and very much inter-related): membership retention and growth, chapter development, successful delivery of annual conferences in the regions, strengthened financial management and financial security, the upcoming new website and our online presence, and the development and growth of the certification programme. I think that one key to success, in all of these, will be articulating, communicating and delivering the demonstrable value that IAF can add to its members, to the profession and to the wider world. I think that another key to success will be applying our own expertise as facilitators to do all of this collaboratively, together.

Facilitation case study: Clinical Leadership Evaluation and Development with Manchester Primary Care Trust

This ToP facilitation case study from the archive was first written for and published in 2008 by ICA:UK.

The ToP Focused Conversation and Consensus Workshop methods are the focus of my upcoming Group Facilitation Methods course in Brussels, May 20-21. The ToP Historical Scan (Wall of Wonder) method features in two of my current projects, Celebrating the development of facilitation – world-wide and history long and Our ETF, a Journey Together. The process design and questions used were structured on the basis of the ORID model of the ToP Focused Conversation method (my ‘universal principle of facilitation‘).


Context

nhs-manchesterEffective clinical leadership is seen as central to the cultural and organisational changes expected of organisations across the health service, in the context of national reforms aimed at creating a patient-led NHS.

When ICA:UK was approached in early 2006, investments had been made in recent years in strengthening clinical leadership within the then South Manchester Primary care Trust (PCT).  These included the introduction of cluster working, and three Cluster Directors, to support extended primary care teams in multi-disciplinary and multi-agency working; and the creation of an in-house Education, Learning and Workforce Development Team, with a Practice Nurse serving as Clinical Lead.  Considerable further change was required and underway, including Agenda for Change and the merger of the three Manchester PCTs (South, North & Central).

Aims

In this context, it was felt timely to involve key stakeholders in evaluating clinical leadership within the PCT, and identifying opportunities and making plans for its further development.  ICA:UK was therefore contracted to design and facilitate a process to meet the following aims:

  1. to begin to evaluate clinical leadership across the PCT in relation to its impact on the organisation and organisational change, including the effectiveness of recent investments in clinical leadership;
  2. to identify opportunities for further development of clinical leadership, and empowering of clinical leaders, toward a culture of leadership within the PCT;
  3. to engage with and involve people in an inclusive and transparent way, that fosters a sense of ownership over the process and its outcomes.

Process

A series of tailored workshops was designed and delivered to meet these aims.  The process drew heavily on ICA’s ToP (Technology of Participation) methodology, notably the ToP Focused Conversation, Consensus Workshop, Action Planning and Historical Scan (or Wall of Wonder) methods.

A series of consecutive half-day Consultation workshops each followed a broadly similar process, but were tailored to engage with and involve three distinct stakeholder groups separately.  This approach was used in order that each group felt able to contribute frankly and without affecting each others’ contributions, and to enable triangulation of the results.  The three stakeholder groups were:

  • the clinical leaders themselves – one workshop for all 15-20 from across the PCT
  • front line clinicians without leadership roles – two workshops for approximately 30, identified by the Education, Learning and Workforce Development Team to be broadly representative of the total of 200 or so within the PCT
  • other key stakeholders with organisational responsibility for leadership – approximately 10-12 including the Education, Learning and Workforce Development Team, the three Cluster Directors and the Executive Director

In the event it proved impossible to bring the senior stakeholders together in person for a workshop, and so they were consulted instead by means of an email questionnaire.  The questions were tailored to generate responses compatible with those of workshop participants:

  1. In your experience, what have been 4 or 5 key events or milestones in the development of clinical leadership in SMPCT in the last 3 years? Please include dates (as best as you can).
  2. What are you particularly proud of, and sorry about, in relation to the development of clinical leadership in SMPCT?  Please list a few positives and a few negatives.  Please use examples or anecdotes to illustrate your points if you wish.
  3. In your experience and understanding, what are 4 or 5 key factors affecting clinical leadership development in the PCT?  For example – what do you think supports, and what blocks, the development of clinical leadership? 
  4. What 4 or 5 actions or changes would you recommend to support the development of clinical leadership in the PCT in the future, and address any blocks?  Feel free to suggest simple, one-off tasks or more complex, long-term projects – but please be as specific as you can.

A final half-day Review & Planning workshop was held the following week, for a representative sample of the three groups (approximately 20-30).  This workshop was designed to enable the group to reflect together on the output of the first three workshops, and agree an outline action plan for clinical leadership development within the PCT.

Outputs & outcomes

The process used was documented in a Process Outline (June 16th 2006), and its outputs were documented in two reports, of the Consultation process (July 6th 2006) and of the Review & Planning (July 26th 2006).

A key outcome of the process was the establishment of four task forces, each comprised of 3-4 members from across the three groups, and each with its remit defined and with a first-draft work plan including quarterly milestones for the coming year and beyond. The remit of the four task-forces were:

  • Growth, Development, Training Opportunities
  • Redefinition & Clarity of Role & Responsibility & Expectations
  • Supporting Systems and Processes
  • Transparency, Communication & Access to Support

According to participants’ end-of-workshop feedback, highlights of the process included:

  • “Liked interactive style – getting up & moving around”
  • “Group interaction helped people to understand other point of view”
  • “An opportunity to speak and hopefully implement change”
  • “Feel process was moved on to something constructive”
  • “Positive actions proposed at end of session to take proposals forwards”

Follow-up process

Seven months on from the workshops, in early 2007, it was clear that the four groups had all met at least once, that their plans had progressed at least to some extent, and that at least some others had become involved.

The context of the work had changed significantly, however, with the merger of the three Manchester PCTs into one from October 2006, and with expectations of increased multi-agency working with for example Childrens’ Services & Adults’ Services, and also privatised services.  A new Associate Director of Services & Development had been appointed, whose remit was to  include clinical leadership development across the new PCT.

ICA:UK was contracted again, in early 2007, to design and facilitate a follow-up process to meet the following key aims:

  1. to engage the four task forces in reporting, and learning from, their progress together;
  2. to document their learnings in a report, including quotes, by which they may be disseminated within the new Manchester PCT
  3. to celebrate the accomplishments of the task forces and bring closure to the project, while sustaining a sense of achievement and potential for applying their learnings – at least as individuals, if not also as Manchester PCT

These aims were met by way of two related pieces of work.  An initial email questionnaire was circulated in February, to all participants and invitees of the process to date, to discern their experiences of the process and their perspectives on progress made, barriers experienced, and learnings.  A follow-up workshop was then held in March, to bring together the four task-forces and any email contributions received with the new Associate Director – to report on and celebrate progress made, to learn from experience, and to consider implications for themselves as individuals & leaders, and for the new Manchester PCT.

The email questionnaire in February comprised the following questions:

  1. As far as you know, what have been 2 or 3 key events or accomplishments that have occurred as a result of last July’s consultation and planning process?
  2. As far as you know, what have been 2 or 3 barriers or blocks that have hindered implementation of the plans made last July?
  3. What have you as an individual learned as a result of your involvement in this clinical leadership development work since last July?  How has that affected you personally, or your work?
  4. What would you identify as the one or two key lessons for the new Manchester-wide PCT to learn from this experience, relative to clinical leadership and its development?

The process used was documented in a Process Outline (February 22nd 2007), and its outputs were documented in a report (April 2nd 2007).

The key output of this follow-up workshop was the output of the Consensus Workshop, a clear statement from participants of the 7-month process articulating their “key learning messages” for the new, merged Manchester PCT, from their experience of clinical leadership development:

We recommend that Manchester PCT should…

  • engage at all levels to ensure that structures, systems and behaviours are conducive to demonstrating effective leadership;
  • engage everyone in developing and communicating a shared model of effective leadership;
  • invest in the development of leadership at all levels;
  • support people in taking calculated risks within an accountability framework;
  • support clinicians to identify client needs when developing services;
  • analyse what we have, clarify what we want … and get on with it.

Impact & feedback

Gabrielle Wilson, Public Health Consultant Nurse and the client for the process, wrote:

“The participative methods adopted throughout this work encouraged clinicians, managers and senior stakeholders to engage with the process. Evaluation and feedback indicated that this inclusive and transparent approach was valued by participants, and that clinicians welcomed the opportunity to systematically identify learning messages for the new organisation.”

Christine Pearson, new Associate Director of Services & Development, wrote:

“Although not in post to be part of the initial work, I attended the follow up workshop in March. The style of engagement adopted ensured a participative approach and effective, valuable feedback that will inform future leadership development within the organisation.”

A further indication of the impact of the process may be an increased appetite within the PCT for applying the ToP approach to participation and partnership working.

A further series of Consultation workshops and a Review & Planning workshop were delivered later in 2007, on Management and Leadership Development.  This adapted the format and process developed for Clinical Leadership Evaluation and Development in South Manchester to engage with a cross-section of staff of the new Manchester PCT – to begin to develop a consensus on “a Manchester way of managing”, a core set of leadership and management competencies to deliver this style, and a few priority actions for “quick wins” over the following months.

Since then the approach has also been applied to review and planning “away days” with individual staff teams including the Joint Occupational Therapist Unit of Manchester Equipment and Adaptations Partnership (a joint service of Manchester PCT and Manchester City Council) and the Manchester PCT Interpretation Service.

Facilitation case study: Getting Ready for Wigan LINK with Wigan Metropolitan Borough Council

Context

Every Local Authority in the country was tasked by the Department of Health with contracting an organisation to “host”, or administer and support, a new Local Involvement Network or “LINK” from April 1st 2008.  These are to provide a new mechanism for public and patient involvement in health and social care services within the boundaries of the local authority, and to replace the pre-existing Public & Patient Involvement Forums which each dealt only with the health services of a particular NHS trust.

Wigan Council was keen to consult with the various relevant stakeholders to establish how they would like the Wigan LINK to be tailored to local needs and aspirations, and what that would mean for the terms of reference for the contract with the host organisation; and in the process to build capacity for effective consultation and involvement in health and social care in the borough, and build commitment and enthusiasm to make the new structure work for Wigan.

ICA:UK was contracted in September 2007 to design and deliver a process to meet these aims, having just delivered a separate series of multi-stakeholder facilitated review and planning events for the Council over the summer and autumn.

Process

In fact the aims and scope of the project weren’t altogether clear at the outset, but with the client we were able to clarify these as we developed a series of events to meet the client’s needs.

A pair of half-day launch workshops were held in October, in different parts of the Borough – to launch the process, reflect on and learn from participants’ experience of involvement in health & social care in the past, and clarify the aims and scope of the project for those willing and able to get involved.  Participants were invited on the basis of their potential capacity to consult between them with the full range of relevant stakeholder groups across the borough.

A training day was then held in November to equip participants with the principles, methods and confidence to go out and consult with their groups in a rigorous and consistent way.  A half-day closing event in early December was designed to enable participants to reflect on and learn from their application of what they had learned, to weave together the results of their consultations into a single consensus vision for the new Wigan LINK, and to identify the implications of this vision for the terms of reference of the host organisation, in terms of the skills, knowledge, attitudes & approach required to deliver it.

The tailored training and consultation process we developed combined the strengths of both ICA’s ToP (Technology of Participation) methodology, and elements of the PA (Participatory Appraisal) approach as well.  The training drew on ICA:UK’s ToP Group Facilitation Methods course, and also the PA4Change course developed by ICA:UK Associates Marilyn & Chris Doyle and Michelle Virgo (Zebra Collective).

Participants were trained to use the ToP Focused Conversation and Consensus Workshop methods to consult with their stakeholders on “their vision for Wigan LINK – how they would like it to be”, within the framework of the PA4Change principles and approach to participatory research.  Each participant was provided with an ICA:UK sticky wall, so that they were fully equipped and ready to use the methods they had learned.

Outputs & feedback

The ToP Consensus Workshop method was used again in the closing event to weave together the product of each of the stakeholder workshops.  A total of 227 stakeholders had been consulted through 10 parallel consultations, and a total of 63 vision titles were woven together into a clear and simple nine key vision elements.

The skills, knowledge, attitudes and approaches identified by the group to enable this vision to be delivered were used by the Council, with the involvement of stakeholders, to tailor the terms of reference for the host organisation and to assess the tenders received.

After starting the process in October feeling that Wigan had been slow to start preparing for the new LINK and might have trouble catching up, by the end participants were saying that they felt Wigan was very well placed to get the kind of LINK it needed, and in good time to appoint the host by April.

Each of the events was well received.  Participants highlights included:

  • “Having gained the knowledge and the confidence to get the message out there and gain feedback”
  • “Having the opportunity to be involved in something new and to learn through participation”
  • “The day has more that met my expectations”

Adrian Hardy, Assistant Chief Executive of Wigan Council and the client for the contract, wrote:

“ICA:UK took a concept that was ill-defined by the client, and translated it into a series of questions and exercises which enabled a group of community volunteers and public sector employees to enter into a constructive dialogue about the preferred characteristics for the future LINK organisation. Of equal value was their training in the use of the Consensus Workshop and Focused Conversation methods, which, albeit brief, gave confidence and enthusiasm to the participants for them to roll it out with their own organisations as they themselves sought a cross-section of views on how the LINK should operate.

I am happy to recommend ICA:UK – not only for this piece of work, but also for other consultation exercises they have done with the Council, which have been equally productive”.

Building Civil Society for a Humane and Sustainable Future

Toward a Global Role for the Institute of Cultural Affairs in the UK (1997).

The following piece ‘from the archive’ is excerpted from my masters dissertation of April 1997 to the the Institute of Development Policy and Management of the University of Manchester, for the degree of MA (Econ) Development Administration and Management. “The good life can only be lived in civil society…  The picture here is of people freely associating and communicating with one another, forming and reforming groups of all sorts, not for the sake of any particular formation – family, tribe, nation, religion, commune, brotherhood or sisterhood, interest group or ideological movement – but for the sake of sociability itself.  For we are by nature social, before we are political or economic beings” (Walzer 1992, 97).

1.1  Context

The idea of ‘civil society’ is experiencing a renaissance in debates on development and democracy, as ‘third sector’ organizations and grassroots movements demand, and are often granted, greater space in which to contribute to the development and democratization of our societies at local, national and global levels.

As we approach the turn of the millennium, and the end of a century that has witnessed radical and often devastating socio-economic and environmental change, the need has never been greater, nor the time riper, for humankind to plan and act strategically in search of radical solutions to address the great global crises of our times – Korten (1990) has identified these as the crises of poverty, environment and social integration.  There are innumerable indications of positive change in many spheres, perhaps evidence of an emerging paradigmatic shift to a dawning ‘solar age’ (Henderson 1993).  Yet, the challenge remains for us all to participate effectively in the shaping of a more humane and sustainable future for all.

The Institute of Cultural Affairs (ICA) is a global network of private, not-for-profit organizations and networks concerned ‘with the human factor in world development’, and working actively to foster such participation by facilitating personal, organizational and social transformation in a variety of contexts.  ICA:UK is a network of families and individuals sharing these concerns, most of whom have participated as volunteers in grassroots community development work overseas, and who now live and work in a diverse range of settings in Britain.  ICA adopted ‘Participating in the Rise of Civil Society’ as the theme of its recent quadrennial global conference, held in Cairo in September 1996, and is now publishing an edited volume on the same theme (Beyond Prince and Merchant, Burbidge forthcoming).

1.2  Aim and structure of work

By drawing on relevant literature and documentary sources, as well as on the author’s personal experience of working with ICA over 11 years in India, Egypt and the UK, this study explores the evolving idea of civil society and the debates surrounding it, with reference to the Institute of Cultural Affairs and ICA:UK.

The aims of the study are two-fold.  Firstly, for those enthused by the idea of civil society and the sector’s role in democracy and development, it aims to highlight some of the important dimensions of that role, in theory and in practice, and the practical approach of ICA that is not only working in building and strengthening civil society for such a role, but that is also uniquely appropriate to address to the great crises of our times as viewed from a civil society perspective.  Secondly, for those involved with ICA or familiar with its approach, it aims to highlight the relevance and utility of the idea of civil society as an insightful (and newly fashionable) conceptual framework by which to understand and appreciate the work in which ICA has been engaged for over 25 years.

Chapter 2 introduces the idea of civil society in its historical context, and reviews its re-emergence and current place in contemporary debates on democracy and development.

Chapter 3 explores how such a civil society perspective may offer insight into the dangers and opportunities of the global crises demanding our attention in the late-1990s, and into their implications for the role of civil society, and for all those concerned with acting, and catalyzing action, for positive change.

Chapter 4 demonstrates the particular relevance of the idea of civil society to the Institute of Cultural Affairs and ICA:UK and, conversely, of ICA and its practical approach to the rising civil society and the challenges it faces.

The study concludes, in Chapter 5, by reaffirming the high level of ‘fit’ apparent from a civil society perspective between ICA, its practical approach and the challenges of the contemporary global crisis of governance; and by calling for a dynamic learning approach to a renewal of civic engagement from all those who share ICA’s ‘concern with the human factor in world development’.

5.   Conclusion – a call for participation

“Never doubt that a small group of thoughtful, committed citizens can change the world;  indeed, it’s the only thing that ever has” (Margaret Mead)

This study has explored, in chapter 2, the philosophical roots and some of the contemporary interpretations of the idea of civil society that has in the 1990s emerged with such resonance in current discourse on democracy and development.  Adopting the popular contemporary notion of civil society as one of a trinity of social sectors, and adopting norms of community co-operation, structures of voluntary association and networks of public communication as its three defining characteristics, the study has reviewed in chapter 3 how the idea of civil society has been applied to explain, and to seek ways to address, the great crisis of governance facing our global society as we approach the turn of the millennium. For local and global systems of governance to be effective, it concluded, civil society must be afforded a central role – and its restitution to such a role must be central to any strategy for creating a more humane and sustainable future for us all.  It showed, moreover, that civil society is already on the rise worldwide, offering insight and strength to all those ready to take their responsibility as citizens to act for positive social change.   As Darcy de Oliveira and Tandon have written,

“Citizens are at the centre of the global drama unfolding today.  They are the lead actresses and actors in building global democratic governance and human development.  The state and the market, and their related institutions, must serve the citizens, not the other way rounds. The security of our common future lies in the hands of a informed, inspired, committed and engaged citizenry” (Darcy de Oliveira and Tandon 1994, 16)

Adopting the same analytical framework, the study has in chapter 4 examined the case of the Institute of Cultural Affairs and ICA:UK, and found them to have for over 25 years embodied the principles of the contemporary idea of civil society, and intentionally contributed to the building and strengthening of the sector.  It concluded that the idea of civil society is not only of particular relevance and utility to ICA and its work, but that ICA in general, and ICA:UK in particular, may be seen from a civil society perspective to display a particularly high degree of ‘fit’ between their organization, their programmatic work and the urgent challenges facing global society.  They may therefore be considered particularly well placed and well qualified to contribute effectively to further efforts to restore the social balance, toward meeting the challenges of the contemporary crisis of governance.

Ward has observed: “The most important change that people can make is to change their way of looking at the world.  We can change studies, jobs, neighbourhoods, even countries and continents and still remain much as we were.  But change our fundamental angle of vision and everything changes – our priorities, our values, our judgments, our pursuits…  a turning of the heart, a ‘metanoia’, by which men [sic] see with new eyes and understand with new minds and turn their energies to new ways of living” (Ward 1971 cited in Commission for Global Governance 1995, 47).

Of course the idea of civil society, while increasingly found to be insightful at this point in history, is only one lens through which to look at the world and ask, ‘what is to be done?’ and ‘what shall we do?’.  Perhaps less important than the lens used is that we do look, and that we do ask – and, most of all, that we do.  Moreover, the world is increasingly understood to be ‘more like a river than a rock’  (Uphoff 1992), such that no one static perspective, however insightful, may substitute for a constant and dynamic search for new insights and new approaches.

Far from being distinguished only by its affinity with the civil society perspective, as explored in this study, the Institute of Cultural Affairs has been described as being uniquely characterized by its stance of constant searching and questioning.  In an influential address to ICA’s Global Order Council of 1986, the then Programme Director of the United Nations Fund for Population Activities, Van Arendonk, remarked:

“If you say you are going to develop man, then you have to know what he is or what he stands for…  That is, I think, where you can make a enormous contribution.  I have simply not seen any other organization, and I know many, who can make that contribution because of one reason…  You are a question mark.  You are saying ‘we really don’t know’…  You are searching.  You are looking for what it is that we are here for.  That is the essence of development” (Van Arendonk 1986, 10).

ICA has shown the courage to raise the most fundamental of questions in development, and has demonstrated the capacity and potential to serve effectively to empower individuals, organizations and communities to address these questions in actively creating their own futures.  The Institute of Cultural Affairs, and ICA:UK in particular, represent both a powerful resource and an important avenue for the active participation of citizens in building civil society for a more humane and sustainable future, in the UK and globally.

In the light of the high degree of ‘fit’ revealed in this study, and in the light of ICA’s defining culture of participation, it behoves ICA:UK, it’s members and all those who share its concerns, to take advantage of their unique position and potential, to embrace their critical role as citizens of the rising global civil society, and to participate together to create and implement a new strategic agenda for action as we approach the turn of the millennium.

Facilitation case study: Staff Away Day with George House Trust

GHT Away day

Context

George House Trust (GHT) is the HIV voluntary organisation for the North West of England.  It supports people living with and affected by HIV, and campaigns for the best quality of life for all people with HIV. ICA:UK was approached in July 2007 to design and facilitate a staff Away Day later that month.

GHT had undergone substantial change in the last couple of years – including significant expansion of the staff team and it’s service delivery, turnover of some senior staff, and subsequent restructuring of management posts.  A need had been felt for an externally facilitated process to allow staff to unpack and reflect together on this recent past, at what was felt to be a turning point before looking ahead by means of a fresh strategic planning process later in the year.

Around a dozen of the full staff team of 14 were to attend – including one very new, a few new within the past few years, and others with a long history of service.  As an organisation involved in hard campaigning on controversial issues in a sometimes highly politicised environment, the staff team comprised strong advocates and activists.

Aims

The day was designed and facilitated to provide a safe and supportive space to reflect together on the staff team’s shared recent past, and how it had affected them as individuals and the organisation as a whole. The aims of the day were articulated as follows:

  • to allow stresses, frustrations and challenges to be aired, balanced by successes and achievements as well;
  • to ‘draw a line’ under the past, and lay a firm foundation for forward strategic planning later in the year;
  • to have some fun, and rebuild stronger bonds and a sense of team spirit.

Process

The two key elements of the process design were the ToP (Technology of Participation) ‘Wall of Wonder’ (or ‘Historical Scan’) method, used in the morning to enable the group to reflect together on its recent past, and the World Café method, used in the afternoon to enable the group to articulate creatively “how it would like to be able to describe the culture of GHT”.

These were complemented by a number of shorter exercises and sessions to frame the day, set the tone and build the team.  These included sharing hopes and fears, expectations and ground rules; People Bingo, Two Truths and a Lie, and a balloon race; and a reflective self-assessment and sharing of strengths and weaknesses, and offers and wants of support. Outputs & feedback

The documentation of the day included the aims and outline of the process, participants’ hopes & fears and ground rules, a full verbatim record of the Wall of Wonder and World Café sessions with photos of the sticky wall and decorated table cloths, and detailed feedback from participants’ evaluation forms.

Participants’ feedback included:

  • the timeline really enabled us to address many key issues for ourselves
  • lots of issues bubbling beneath the surface got a good airing
  • I feel a line has very, very clearly been drawn under some past events – I feel there will be more team cohesiveness and we will move on in strength
  • I feel we have a better understanding of each other & better ways of working

Michelle Reid, GHT Chief Executive, wrote in November 2008 of the impact of the day:

An effective team will always need to invest in “time out” in order to continue functioning well. The organisation had gone through significant change, and inevitably we needed to re-group and re-establish the frameworks that make the organisation such a formidable force to be reckoned with. ICA facilitated an excellent day which helped to enable us to go from strength to strength.
